　　站在发球区的垫子上

　　允许球员携带垫子并在发球区打球时站在垫子上面吗？

　　不允许。球员将会制造站位场所，违反规则13-3。

Standing on Mat on Teeing Ground

Is it permissible for a player to carry a mat and stand on it when playing from the teeing ground?

No. The player would be building a stance in breach of Rule 13-3.
